The Institute for American Policing Reform (IAPR) is a non-partisan nonprofit organization addressing transformative change in American policing services in five pillar areas: policing laws and policies, policing accountability, community partnership in public safety, policing leadership development and police standards, education, and training. Our services to communities and governments aim to help ensure immutable regard for human dignity, inculcate servant leadership, and fortify citizens’ trust in police service across the United States.

  • Nicholas Sensley

    Founder & CEO

    Chief (Ret.) Nicholas Sensley’s diverse experiences include military service, 24 years of police service, and volunteer development in transitioning and developing nations worldwide. In June 2020, Chief Sensley launched the Institute for American Policing Reform in response to a national outcry for police reform in the United States. Before launching IAPR and concurrent with his active police service, in 2001, Chief Sensley formed Cross Sector Solutions LLC as an international consortium of experts who build and facilitate strategic partnerships among governmental, nongovernmental, and corporate organizations to benefit development in communities throughout the world. Chief Sensley developed the globally utilized anti-human trafficking CARE Model.

  • Eric Litchfield

    VP of Standards, Education, & Training

    Eric Litchfield is a retired police captain from the Santa Rosa Police Department in CA with over 28 years of experience. He has managed the divisions in the police department with responsibility for patrol, traffic, tactical teams, the incident management team, detectives, training, professional standards, hiring, recruiting, and promotional assessments. Captain Litchfield has extensive experience and training in personnel investigations, policy development, training development, recruiting, crowd control tactics, union contracts, and managing large-scale critical incidents. He has a BA in Sociology and is a graduate of the POST Command College Strategic Foresight program.

  • ARIEL HEIFETZ KNOBEL

    VP of Community Engagement & Education

    Ariel Heifetz Knobel is a conflict transformation practitioner with over a decade of experience in multi-track initiatives in Israel/Palestine and Northern Ireland. She has developed and managed multinational programs for hundreds of government and civil society leaders, with clients ranging from Rethinking Conflict to the Negotiation Strategies Institute. Ariel served as Public Diplomacy Director at the Israeli Consulate in Boston, where she led community and interfaith relations in 5 states. Her academic work has focused on militant groups’ shifts to diplomacy, through a Harvard research fellowship in Belfast. Ariel holds a MALD in International Negotiation & Conflict Resolution from The Fletcher School at Tufts University, and a BA in Philosophy & Politics from Columbia University.
